    BIOGRAPHICAL INFORMATION: ADVISORY BOARD DIRECTOR and MEMBERS

    LINDA E. LEDRAY, R.N., Ph.D., SANE-A, FAAN
    Dr. Linda E. Ledray is the founder of the Minneapolis, Minnesota-based Sexual Assault Resource Service (SARS), one of the first Sexual Assault Nurse Examiner (SANE) programs, which she developed in 1977. Dr. Ledray served as the Director of SARS from 1977-2009. SARS provides competent forensic-medical services to sexual assault survivors at seven hospital sites in Hennepin County, Minnesota. She has personally assisted with the implementation and development of SANE programs across the U.S. and in numerous other countries.

    Dr. Ledray convened the first meeting of SANEs in Minneapolis in 1992, which resulted in the founding of the International Association of Forensic Nurses (IAFN). She is on the IAFN Certification Board and is an Editorial Board member for the Journal of Forensic Nursing, the official journal of the IAFN.

    Dr. Ledray was section editor for the Journal of Emergency Nursing, SANE section, has served on the editorial review board of Health Care for Women International for the past 12 years and has published many articles and books including "Recovering from Rape" (1994) and "The Sexual Assault Nurse Examiner Development and Operation Guide" (1999). Her articles have appeared in the American Journal of Nursing, Annals of Emergency Medicine, Evaluation and Change, the Journal of Emergency Nursing, the Journal of Child Sexual Abuse, Rape and Sexual Assault II, the Journal of Psychosocial Nursing, and the Japanese Journal of Nursing Research. She is also a contributing editor for the International Travel News. Dr. Ledray's television appearances include CNN, "Arthur Frommer's Almanac" and "CBS This Morning."

    Dr. Ledray is also the co-founder of the National Sexual Assault Response Team Training Conference. The SART Training Conference meets every other year to provide inter-disciplinary training to SART team members. The first SART Conference was held in 2001 in San Antonio. The Conference then went to New Orleans in 2003, San Francisco in 2005, Tampa in 2007, and Seattle in 2009.     Dr. Ledray received a Bachelor of Science degree in Nursing and a master's degree in Community/Mental Health Nursing, both from the University of Washington. She earned a master's degree in Psychology and a Ph.D. in Clinical Psychology and Personality Research from the University of Minnesota.

    LORI GAGLIONE
    Detective Lori Gaglione, a 20-year veteran of the Milwaukee Police Department, (Milwaukee, WI), has held assignments in patrol, undercover narcotics, anti-prostitution and sexual assaults. She has been involved in hundreds of sexual assault investigations. Always frustrated by the statute of limitations in Wisconsin (six years), Detective Gaglione learned of a case in Kansas City wherein a prosecutor had issued a warrant based solely on DNA evidence. Armed with this information, Gaglione began reviewing Milwaukee’s unsolved sexual assaults with the intent of obtaining “John Doe” arrest warrants based on DNA evidence. “John Doe” is typically used in a warrant when a suspect is known by an alias or by a physical description. In “John Doe” warrants, the defendant is not identified by name, but is only known by his/her genetic code, recovered from evidence left at the scene.

    In 1999, Detective Gaglione requested a “John Doe” warrant from Assistant District Attorney Norman Gahn of the Milwaukee County District Attorney’s Office. Since that time, 15 such warrants have been issued, involving 24 sexual assaults. In March, 2001, a match to “John Doe” #12 was made. Twice-convicted rapist Bobby Dabney was identified and has been convicted and sentenced to 120 years. Several other matches have also resulted. In September 2001, Wisconsin law was changed regarding the statute of limitations. Now, if DNA is recovered in a sexual assault, the case remains open until a suspect is identified and the state has one year to commence prosecution.

    In 2001, Detective Gaglione was presented Good Housekeeping Magazine’s “Women In Government Award” in Washington, DC, by Tommy Thompson, Secretary of Health and Human Services, for her work on the “John Doe” warrants. She was also presented with the “Chief of Police Superior Achievement Award” by Milwaukee Police Chief Arthur Jones, the Wisconsin Association of Women Police “Officer of the Year” award and the Milwaukee Police Association's “Officer of the Year” award. In February, 2003, she received the “Professional Achievement Award” from the Milwaukee Exchange Club.

    Detective Gaglione is a Sexual Assault/VAWA Instructor and an adjunct instructor for Milwaukee Area Technical College. She has presented at seminars and conferences locally and nationally. She is a member of the Wisconsin Association of Women Police, the International Association of Women Police, the Wisconsin Law Enforcement Officer’s Association, and the Wisconsin Coalition Against Sexual Assault.

    NORMAN GAHN
    Norman Gahn is currently a Milwaukee County Assistant District Attorney assigned to the Sexual Assault Unit. He has been with the Milwaukee County District Attorney’s Office since July of 1984 upon graduating from Marquette University Law School in Milwaukee. He has a B.S. in Psychology from St. Louis University and a Master of Forensic Sciences Degree from George Washington University. Prior to entering law school, he served as a Military Police Officer and Criminal Investigation Division Officer in the United States Army.

    Mr. Gahn has lectured extensively around the country on the use of DNA evidence in the courtroom. He is a member of the DNA Legal Assistance Advisory Group of the American Prosecutors Research Institute. Mr. Gahn was appointed to the National Commission on the Future of DNA Evidence in 1998 by the U.S. Department of Justice. The Federal Bureau of Investigation formally recognized him as a pioneer in DNA technology in the courtroom in 1998. He is a recipient of the “Profiles in DNA Courage” award presented by the National Institute of Justice and was presented with the “Voices of Courage” award in Criminal Justice by the Wisconsin Coalition Against Sexual Assault.” Mr. Gahn is a recent recipient of a national award from the Foundation for Improvement of Justice in Atlanta, Georgia for his role in promoting justice in the United States through the use of DNA evidence.

    LISA R. KREEGER
    Lisa R. Kreeger, formerly APRI senior attorney and manager of the DNA Forensic Program and program manager of the Violence against Women Program, is an experienced prosecutor and litigator. Ms. Kreeger was the program manager of the Violence against Women Program in 2001 until she became the program manager of the DNA Forensic Program since September 2002. At APRI, she has written, taught and contributed to related policy on a variety of topics involving sexual assault, DNA, the consent defense and jury selection. She is the co-author of Forensic DNA Fundamentals for the Prosecutor: Be Not Afraid and is curently writing an interagency DNA policy article.

    Ms. Kreeger joined APRI after 12 years in the office of the state attorney for the 11th Judicial Circuit (Miami-Dade County), Florida, where she served for five years as an assistant state attorney and seven years as a Division Chief. As Division Chief, she prosecuted death penalty and other homicide cases with approximately 100 jury trials tried to verdict. Among them were 25 homicide prosecutions, some which included DNA evidence, with both RFLP analysis and the PCR method. She also supervised attorneys responsible for prosecution of more than 500 cases a month in different felony divisions.

    Ms. Kreeger is a Florida Bar certified instructor for Continuing Legal Education in voir dire and domestic violence prosecution. Before being Division Chief, she specialized in domestic violence, robbery and career criminal cases. In 1993, she served on the Governor’s Task Force on Domestic Violence as the sole prosecutorial designee of then Florida Governor Lawton Chiles. In 1999, she administrated a VAWA grant (MOVES) and implemented a countywide program creating an immediate response to victims and early charging decisions regarding the reported domestic violence. Upon leaving the 11th Judicial Circuit State Attorneys Office, Ms. Kreeger was an associate with two successive Fort Lauderdale law firms, where she defended government entities and agencies against civil rights and employment discrimination claims, prosecuted Title VII and other civil rights actions and represented a non-profit agency, Women in Distress, in a variety of matters. 

    KARIN MONTEJO
    Karin Montejo is a 28-year veteran of the Miami-Dade Police Department, currently assigned as the Division Chief for the Administration and Technology Division. Prior to this assignment, she was the Major of the Domestic Crimes Bureau, District Commander for the Kendall District, and the Major of the Sexual Crimes Bureau. She has also served as the Captain of the Economic Crimes Bureau, Lieutenant of the Homicide Bureau, and the Training Bureau where she was responsible for the Basic Training, Firearms, and Defensive Tactics Units. Prior to those assignments, she was a platoon commander. As a Sergeant, she was assigned to the Professional Compliance Bureau and Court Services Bureau. Her career as an officer ranged from road patrol, narcotics, general investigations and homicide investigations.

    Karin Montejo holds a Bachelor of Arts in Criminal Justice from the University of Florida, a Master of Science in Public Administration from St. Thomas University, graduated from the Southern Police Institute for Police Executives and is currently working on her Doctorate in Corporate and Organizational Management from Lynn University.

    Karin Montejo is an instructor for the Miami-Dade Police Department, in the areas of Leadership and Sexual Harassment. She is also an instructor for the International Association of Chiefs of Police (IACP), where she developed the Sex Crimes Investigation Course. Additionally, she has developed and produced a course for Women in Policing entitled Meeting the Challenges of Leadership.

    Karin is currently a member of the Board of Directors for End Violence Against Women, Int’l. (EVAW), as well as a member of the Sane-Sart Web Site Advisory Board.

    She has been recognized by the National Center for Women in Policing receiving their “Breaking the Glass Ceiling” Award. In March, 2004, she was honored by Miami-Dade County for her accomplishments receiving the “In Celebration of Women” Award.

    Karin is also the principal of Montejo Consulting, Inc. which provides leadership and promotional training specifically targeted for women in law enforcement.

    COLLEEN O'BRIEN, RN, MS, SANE-A
    Colleen O'Brien founded the first SANE program in Wisconsin in 1988. After 12 years as clinical director of the program and three years as its clinical educator, Ms. O'Brien now works full-time as a consultant/educator to communities that are interested in implementing a SANE Program. Ms. O'Brien is a charter member of the International Association of Forensic Nurses (IAFN) and past president of the Wisconsin Chapter of the IAFN. She serves on the VAWA National Focus on Standards, Practice & Training for SANE exams. Ms O'Brien has published professional nursing articles, is a peer reviewer for the Journal of Emergency Nursing, and serves as an expert witness in criminal cases involving sexual assault.

    PATRICIA M. SPECK, MSN, APRN, BC, FAAN, SANE-S
    Patricia (Pat) M. Speck began her career in nursing in 1982 and her work with victims of sexual assault began while researching her graduate thesis entitled "Anxiety in Rape Trauma Syndrome." Since 1984, Pat has provided care to underserved populations in public health settings including working with patients who have special needs such as refugees, acute pediatric patients, chronic diseased patients, well woman care patients, and rape and child abuse patients. She has personally evaluated over 3,000 cases of complaints of sexual assault and abuse and during her tenura as as coordinator of the City of Memphis Sexual Assault Resource Center, she has supervised the care of over 10,000 victims of sexual interpersonal violence. Pat is a legal nurse consultant who continues to advance forensic nursing practice through evidence based research.

    Pat has served as a fact and expert witness in the courts of Tennessee, Mississippi, Arkansas, Kansas, and Florida, and has given more than 200 lectures and presentations to professional and community groups that include physicians, nurses, attorneys, law enforcement, social workers, counselors, and administrators. She has published research widely in peer-reviewed journals and other publications and served as a technical consultant regarding evidence collection from a sexual assault victim to Lakeside Productions, the producers of the made-for-TV movie, "The Nancy Z Story." Pat appeared as a Sexual Assault Nurse Evaluator in the HBO undercover series entitled "RAPE: Cries from the Heartland," and appeared on Larry King Live and the Montel Williams Show.

    She served as Interim Manager and Coordinator of Nursing Services at the City of Memphis Sexual Assault Resource Center until her retirement in the spring of 2005. Pat has developed policies and procedures and has consulted with hundreds of programs nationwide. She is currently serving as the Immediate Past President of International Association of Forensic Nurses (2005-2006), an organization of which she is a charter member. Pat continues to serve as a member of the Forensic Nursing Certification Board. She is a fellow inthe Academy of Nursing, a member of the American Academy of Forensic Sciences and was chairperson for the Sexual Assault Nurse Examiner Standards of Practice (IAFN, 1996), a member to the SANE Educational Guidelines Task Force (1999), and served on the advisory committee of the Department of Justice, Office of Victims of Crime SANE-SART. She also volunteers her time as a Board Member of the Memphis and Shelby County Drug Court Foundation and Ark Wings, Inc., a member of the Exchange Club of Memphis, and adjunct faculty to the University of TN College of Nursing. Today, she continues her scholarly inquiry as a doctoral student in public health nursing at the University of TN College of Nursing, where she expects to graduate in December, 2005.

    ANJALI R. SWIENTON, M.F.S., J.D.
    Anjali R. Swienton is President and CEO of SciLawForensics, Ltd., a scientific and legal consulting firm in Germantown, Maryland. Current projects include the facilitation of the development of assorted training and education tools for the criminal justice community such as an interactive CD-Rom on Digital Evidence, another on DNA technology for prosecutors, and an information database of forensic technologies. Prior to launching SciLawForensics, Ltd., Ms. Swienton worked as a contractor to the National Institute of Justice (NIJ), the research branch of the U.S. Department of Justice in Washington, D.C., in the Office of Science and Technology, Investigative and Forensic Sciences Division. At NIJ she served as a subject matter expert on the crime scene working group of the Attorney General's National Commission on the Future of DNA Evidence, an Advisory Commissioner on the Forensic Science Education Programs Accreditation Commission, and a coordinator for NIJ's four annual DNA and Science and the Law Conferences. Previous to her position with NIJ, Ms. Swienton worked as a staff DNA analyst at Cellmark Diagnostics, Inc., in Germantown, Maryland, for seven years where she conducted RFLP DNA testing on convicted offender database samples, as well as forensic PCR DNA testing for criminal and civil cases. In addition to her laboratory work at Cellmark, she provided expert testimony in the area of forensic DNA identification in approximately 100 trials. Ms. Swienton holds a B.A. degree in Molecular Biology from The Johns Hopkins University, an M.F.S. degree in Forensic Science from The George Washington University, and a J.D. degree from the American University, Washington College of Law.
